Chongqing Launches Pilot Import of Biopharmaceutical R & D Articles

In order to support the R & D and innovation of the pharmaceutical industry and promote the high-quality development of the medical and health field, the Chongqing Municipal Commission of Commerce recently formulated and issued the "Chongqing Biopharmaceutical R & D Import Pilot Program" (referred to as the "Pilot Program") in conjunction with relevant departments. During the two-year pilot period, multiple departments will continuously improve relevant regulatory measures and service models through collaborative innovation of regulatory models and service models, enhance the degree of import facilitation, and realize that the import of "pilot list" items does not need to apply for the "Import Drug Customs Form".

According to the principle of "innovative mechanism, safety standard, efficient coordination and convenient customs clearance", the "pilot program" establishes a "pilot list" system for the import of R & D articles for biomedical enterprises, and publishes pilot enterprises (R & D institutions) and imported R & D articles through the "pilot list" method, which is dynamically adjusted once every six months in principle.

It is understood that biomedicine is the growth point of Chongqing's import and export quality improvement and growth rate, and supporting R & D and innovation is an important starting point for accelerating the pharmaceutical industry. In the "Chongqing Service Industry Expansion and Opening Comprehensive Pilot Plan" approved by the State Council, it is clearly proposed to "moderately relax the management of small-dose special chemical preparations for pharmaceutical research and development". Shorten the delivery period of imported goods for research and development, comprehensively promote the biomedical industry to attract investment, expand the scale of the industry, promote the coordinated development of import and export growth, and help the construction of inland open highlands in Chongqing.
